Hours/Work Schedule

The College
Business Hours are 8:30am - 4:30pm. This position may be required to work additional hours, as needed. Eligible for up to 2 days a week of
remote work, after the probationary period.

Working Conditions

Typical indoor office work environment. Some travel is
required to other campuses, educational sites, off campus meetings, and training workshops and seminars.

Physical Duties

The work is typically sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force
frequently or constantly to lift, carry, push, pull or otherwise move objects. Additionally, the following physical abilities are required:

  • Hear/talk/communicate – Must be able to effectively exchange information and communicate
  • Visual Acuity - Ability to
    perceive or detect surroundings
  • Mental Acuity – Able to focus, concentrate, understand, and convey subject matter

Basic Statement of Responsibilities

Controller leads the finance and accounting staff,
manages the daily accounting operations and financial reporting functions of the college, and oversees the budget and various college audits
including the establishment, documentation, and monitoring of internal controls. Controller is responsible for the timely and accurate
receipt, disbursement, and short-term investment of college funds. Controller also assists the Vice-President of Finance and Administration
and the overall College Leadership team with a wide variety of strategic initiatives and long-range planning.


Essential Functions

  • Financial Reporting and Compliance: Prepares and reviews internal monthly and annual financial statements, ensuring
    adherence to regulatory standards.
    1. Prepare regular and special financial reports for the College and Housing.
    2. Oversee
      preparation and review of Maryland State Fiscal Year Financial Report (CC-4) and IPEDS annual financial submission.
    3. Develop,
      recommend, and implement internal controls, policies, and procedures for all financial operations.
    4. Ensure compliance with Housing
      MEDCO bond covenants and manage fixed charges coverage ratio.
  • Operational Management: Oversees daily accounting operations, including cash management, internal
    controls, and payments/receipts for all entities.
    1. Direct all accounting operations for the College, including Unrestricted,
      Restricted, Grant, Plant, Auxiliary Services, and Housing funds.
    2. Ensure adequate cash flow for disbursements and payroll; invest
      excess funds.
    3. Monitor all College and Housing bank accounts and maintain banking relationships.
    4. Direct financial
      processes for capital projects, including contractor payment coordination and reimbursement requests.
    5. Assist with year-end
      processes for Auxiliary Enterprises (Campus Store, Cafeteria, Vending).
    6. Reconcile fixed asset values between the fixed asset
      system and general ledger.
    7. Coordinate accounting functions for branch campuses (budget preparation, performance reporting).
    8. Manage requests for use of Housing facilities by external entities (in coordination with Residence Life).
  • Budget & Strategy: Collaborates with Budget Coordinator
    & President’s staff to develop overall College budget, analyze financial trends, and provide guidance for strategic planning.
    1. Collaborate with the Budget Coordinator on development, presentation, and approval of the annual College budget.
    2. Oversee
      development and administration of the annual Housing budget in compliance with MEDCO bond covenants.
    3. Coordinate major Housing
      repair and replacement expenditures and year-end statements with the VP of Finance & Administration.
    4. Serve as Housing liaison to
      the Cumberland Foundation Board for Housing LLC budget approval and interim reporting.
  • Audit Management: Acts as the primary liaison for external auditors to ensure
    accurate 990, tax, State reporting, and audit filings.
    1. Act as primary liaison with external auditors for College, Housing, and
      Foundation audits.
    2. Provide required schedules, supporting documentation, and financial statements for audits.
    3. Oversee
      closing schedules and ensure timely completion of all audit-related activities.
  • Team Leadership: Manages, mentors, and evaluates accounting, budgeting, fiscal
    affairs, and business office staff, ensuring accurate and timely processing of transactions and financial reporting while delivering
    high-quality service to students and external partners.

Education, Experience, and Specialized
Skills

Requires a Bachelor’s Degree in Accounting, Finance, Business, or related field. A minimum of five years
of demonstrated progressive experience and responsibility in accounting or auditing, preferably in higher education or governmental
accounting.
Previous supervisory experience preferred. A CPA
or CMA/CGMA certification is preferred.

Knowledge, Skills, and Abilities

  • Technical Accounting Expertise: Strong knowledge of
    GAAP, GASB, FASB and ability to prepare accurate financial statements and interpret complex financial data.
  • Internal Controls & Compliance: Skilled in designing, implementing,
    and monitoring internal controls to ensure accurate and timely reporting
  • Systems & Software Proficiency: Advanced Excel skills and ability to quickly learn and use Ellucian ERP
    and related financial systems.
  • Analytical &
    Problem-Solving Skills: Strong quantitative abilities, including ratios, percentages, break-even, present and future-value
    calculations, and financial analysis.
  • Leadership & Communication: Effective team leadership, mentoring, interpersonal skills, and clear written and verbal
    communication.
  • Attention to Detail &
    Accuracy: High degree of accuracy in maintaining complex financial records and documentation.
  • Prioritization & Adaptability: Ability to manage multiple deadlines, work under
    pressure, and adapt to changing demands.
  • Professionalism & Ethics: Commitment to high ethical standards, continuous learning, and providing excellent service
    to stakeholders.
